'run over' is the definition.

'speed runs up' is the wordplay.
'speed' becomes 'pace' (pace is a kind of speed**).
'runs' becomes 'r' (cricket abbreviation).
'up' shows that the letters should be reversed in order (in down clue: letters go upwards).
'pace'+'r'='pacer'
'pacer' written backwards gives 'RECAP'.

'getting' acts as a link.
