(I've seen this in another clue)

'spiralling' becomes 'curly' (I can't explain this - if you can you should believe this answer much more).
'banking' means one lot of letters goes inside another.
'charge' becomes 'rent' (I've seen this in other clues).
'curly' enclosing 'rent' is 'CURRENTLY'.
'resident incurs' is the link.
This may not be right. Some or all of it may be part of another bit of the clue.
