I believe the answer is:

entwine

'splice' is the definition.
(I know that splice is a more specific form of the action entwine)

'strong cord starting with even ends' is the wordplay.
'strong cord' becomes 'twine' (I've seen this in another clue).
'starting with' is a charade indicator (letters next to each other).
'ends' says to hollow out the word (remove centre letters).
'even' with its centre taken out is 'en'.
'twine' put after 'en' is 'ENTWINE'.

(Other definitions for entwine that I've seen before include "knit" , "Weave - interlace" , "Lace" , "Wind or twist together" , "weave around" .)
