'staff getting' becomes 'odor' (I can't explain this - if you can you should give a lot more credence to this answer).
'over' shows that the letters should be reversed in order.
'adopting' means one lot of letters goes inside another (inserted letters are taken on or adopted).
'new' becomes 'n' (common abbreviation eg NT for New Testament).
'odor' backwards is 'rodo'.
'rodo' going around 'n' is 'RONDO'.

(Other definitions for rondo that I've seen before include "A collection of notes" , "rota, maybe" , "Music form with recurring theme" , "Musical form with recurring theme" , "Donor (anag) - piece of music" .)
