I cannot quite see how this works, but
'staff' could be 'men' (I've seen this in other clues) and 'men' is present in the answer.
'time' could be 'ad' (AD, Anno Domini, as opposed to BC, Before Christ) and 'ad' is found in the leftover letters.
The remaining letters 'ment' is a valid word which might be clued in a way I don't see.
