The definition and answer can be both acts as well as being singular nouns.
Maybe they are linked in a way I don't understand?

'bad finally going for cleaning solution' is the wordplay.
'bad' becomes 'poor' (similar in meaning).
'finally going' means to remove the last letter (the final letter is removed).
'for' says to put letters next to each other (I've seen this in other clues).
'cleaning solution' becomes 'sham' (I can't explain this - if you can you should give a lot more credence to this answer).
'poor' with its final letter removed is 'poo'.
'poo' after 'sham' is 'SHAMPOO'.
