I believe the answer is:

hesitate

'stall' is the definition.
(I've seen this before)

'man's independent gallery' is the wordplay.
'man's' becomes 'he's' (he refers to a man).
'independent' becomes 'i'.
'gallery' becomes 'tate' (Tate Modern, Tate Britain etc).
'hes'+'i'+'tate'='HESITATE'

'in the' is the link.

(Other definitions for hesitate that I've seen before include "Pause, waver" , "To do so is to be lost, they say" , "Vacillate" , "Pause in doubt, show uncertainty" , "Be reluctant" .)
