I believe the answer is:
'particular speech' is the definition.
'parlance' can be an answer for 'speech' (thesaurus). I am not certain of the 'particular' bit.
'standard weapon' is the wordplay.
'standard' becomes 'par' (standard of play in golf).
'weapon' becomes 'lance' (lance is a kind of weapon).
