'rent' becomes 'hire' (rent can mean to hire something out).
'skirts' is an insertion indicator (skirt can mean to go around).
'to' reversed gives 'ot'.
'ot'+'w'='otw'
'otw' placed inside 'hire' is 'HOT-WIRE'.
