'reviewing' says the letters should be written in reverse (I've seen 'reviewed' mean this).
'repeated notes' becomes 'riff' (I can't explain this - if you can you should believe this answer much more).
'in' indicates putting letters inside.
'paper' becomes 'ream' (I've seen this before).
'riff' reversed gives 'ffir'.
'ffir' placed inside 'ream' is 'REAFFIRM'.
