Although both the answer and definition are verbs in their base form, I don't see how they can define each other.

'first lady over bill' is the wordplay.
'first lady' becomes 'eve' (I've seen this before**).
'over' means one lot of letters goes inside another.
'bill' becomes 'ad' (advertisement stuck on wall).
'eve' placed around 'ad' is 'EVADE'.
