Steer for end of march? That's an anomaly
I believe the answer is:
paradox
'anomaly' is the definition.
(I've seen this before)
'steer for end of march? that's an' is the wordplay.
I cannot quite understand how this works, but
'steer' could be 'ox' (a steer is a castrated ox) and 'ox' is found in the answer.
'an' could be 'a' and 'a' is located in the answer.
The remaining letters 'prad' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).
Can you help me to learn more?
(Other definitions for paradox that I've seen before include "[Still without being stll] ?" , "Seemingly absurd statement that may be true" , "A statement that contradicts itself" , "An apparent absurdity" , "Statement which seems contradictory but is true" .)
