Although both the answer and definition are singular nouns, I don't see how they can define each other.

'steps taken to bring' is the wordplay.
'steps' becomes 'dance steps' ('dance step' can be a synonym of 'step').
'taken to' means one lot of letters go next to another.
'bring' becomes 'rain' (I can't justify this - if you can you should believe this answer much more).
'dance' after 'rain' is 'RAIN DANCE'.
