Stop the heaviest rugby players? I can (4,2,2)

I believe the answer is:
pack it in
'stop' is the definition.
(I've seen this before)
'rugby players? i can' is the wordplay.
'rugby players?' becomes 'pack' (a rugby scrum is formed by two packs of players).
'can' becomes 'tin' (both are metal containers).
'pack'+'i'+'tin'='PACK IT IN'
'the heaviest' is the link.
This may not be right. Some or all of it may be part of another bit of the clue.
Can you help me to learn more?
(Other definitions for pack it in that I've seen before include "Stop working - or stuff suitcase?" , "Slangily, stop doing it - stuff suitcase" , "Give over" , "How will you get all that stuff into your suitcase" , "Quit" .)
