The definition and answer can be both related to communication as well as being singular nouns.
Perhaps you can see an association between them that I don't see?

'the crooked rise of capone?' is the wordplay.
'the crooked' becomes 'ires' (I can't explain this - if you can you should believe this answer much more).
'rise of' shows that the letters should be reversed in order (I've seen 'rise' mean this).
'capone?' becomes 'al'.
'ires' written backwards gives 'seri'.
'seri'+'al'='SERIAL'
