The answer and definition can be both related to property as well as being singular nouns.
Maybe they are linked in a way I don't understand?

'as labour won't ever secure?' is the wordplay.
I cannot quite understand how this works, but
'as' could be 'in' (I've seen this in other clues) and 'in' is present in the answer.
'secure?' could be 'earn' (I've seen this before) and 'earn' is located in the answer.
This explanation may well be incorrect...
