I know nothing about this answer so I cannot judge whether it can be defined by this definition.

'sudden work-stop during' is the wordplay.
I cannot really see how this works, but
'work' could be 'strike' (striking is a kind of working) and 'strike' is located in the answer.
'during' could be 'in' (e.g. during February means in February) and 'in' is located in the answer.
This explanation may well be incorrect...
