Crossword Genius

Swear a second time to tour old resort (8)

Ross

I believe the answer is:

recourse

'resort' is the definition.
('recourse' can be a synonym of 'resort')

'swear a second time to tour old' is the wordplay.
I cannot really see how this works, but
'second' could be 's' (common abbreviation) and 's' is present in the answer.
'old' could be 'o' (common abbreviation eg in OE for Old English) and 'o' is present in the answer.
The remaining letters 'recure' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).

(Other definitions for recourse that I've seen before include "A source of help in a difficult situation" , "Expedient" , "Legal right to demand payment" , "Source of aid in troubles" , "one looked to for help?" .)

I've seen this clue in The Guardian.
