'bee say' becomes 'stinger' (I can't explain this - if you can you should give a lot more credence to this answer).
'covering' is an insertion indicator.
'rough' indicates anagramming the letters (a rough or broken ordering of the letters).
'gem' is an anagram of 'emg'.
'stinger' placed around 'emg' is 'STEM GINGER'.
