'drum out resident amongst other republicans' is the wordplay.
I cannot really see how this works, but
an anagram of 'drum' is 'umdr' which is located in the answer.
'republicans' could be 'gop' (the Grand Old Party, nickname for US Republicans) and 'gop' is found in the remaining letters.
No letters remain.
