I believe the answer is:

Although both the answer and definition are singular nouns, I cannot see how one could define the other.
'over to shop' is the wordplay.
'over' says the letters should be written in reverse.
'to shop' becomes 'mart' (I've seen this in another clue).
'mart' back-to-front is 'TRAM'.
