I cannot really understand how this works, but
'scoundrel' could be 'rat' (I've seen this in another clue) and 'rat' is found within the answer.
This may be the basis of the clue (or it may be nonsense).

(Another definition for sequestrate that I've seen is " Take possession of (assets) pending settling of debt".)
