'about' means one lot of letters goes inside another.
'northern' becomes 'n' (abbreviation e.g. N. Ireland).
'orate' enclosing 'n' is 'ORNATE'.

(Other definitions for ornate that I've seen before include "Richly or elaborately decorated" , "Flash" , "Ostentatious" , "(Of literary style) complex and with unusual words" , "Rich in decorative detail" .)
