(to emanate is to issue or emit)

'ted follows a name raised' is the wordplay.
'follows' says to put letters next to each other.
'a name' becomes 'aname' (I can't explain this - if you can you should give a lot more credence to this answer).
'raised' shows that the letters should be reversed in order (going up in a down clue).
'aname' written backwards gives 'emana'.
'ted' after 'emana' is 'EMANATED'.
