'tedious' is the definition.
(I know that tedious can be written as boring)

'procedure for making hole' is the wordplay.
I cannot quite understand how this works, but
'hole' could be 'o' (O looks like a hole) and 'o' is found in the answer.
The remaining letters 'bring' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
