'rocky' can be an answer for 'film' (I've seen this before). I'm not certain of the 'tempestuous' bit.

'franchise character' is the wordplay.
I cannot quite understand how this works, but
'character' could be 'y' and 'y' is found within the answer.
The remaining letters 'rock' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).
