(learning is a kind of education)

'tendency to include reading perhaps' is the wordplay.
I cannot really see how this works, but
'reading' could be 'r' (one of the traditional three R's of education) and 'r' is present in the answer.
'tendency' could be 'leaning' (leaning is a kind of tendency) and 'leaning' is found within the leftover letters.
This accounts for all the letters.
This explanation may well be incorrect...
