The capital given to little Susan as standard issue (5)
I believe the answer is:
paris
'the capital' is the definition.
(Paris is the capital of France)
'to little susan as standard issue' is the wordplay.
I cannot quite understand how this works, but
'standard' could be 'par' (standard of play in golf) and 'par' is found in the answer.
The remaining letters 'is' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
'given' is the link.
Can you help me to learn more?
(Other definitions for paris that I've seen before include "An American in - -" , "foreign city" , "captivated Helen" , "French city" , "Trojan prince who abducted Helen" .)
