'do' is the definition.
The definition and answer can be both to do with motion as well as being verbs in their base form.
Maybe there's a link between them I don't understand?

'the last thing a crowd' is the wordplay.
I cannot quite see how this works, but
'a' could be 'per' (eg 'one a day' means 'one per day') and 'per' is found in the answer.
'crowd' could be 'd' and 'd' is found within the answer.
This may be the basis of the clue (or it may be nonsense).

'will' acts as a link.
