Although both the answer and definition are verbs in their base form, I can't understand how they can define each other.

'near the end of the street and cause annoyance' is the wordplay.
'near' says to put letters next to each other.
'the end of' says to take the final letters.
'street' becomes 'st' (abbreviation).
'and' means one lot of letters go next to another.
'cause annoyance' becomes 'mol' (I am not sure about this - if you are sure you should believe this answer much more).
The final letter of 'the' is 'e'.
'e' next to 'st' is 'est'.
'est' put after 'mol' is 'MOLEST'.
