Although both the answer and definition are nouns, they are not in the same form of the noun.

'they keep locks in' is the wordplay.
'they keep' becomes 'net' (I can't justify this - if you can you should believe this answer much more).
'locks' becomes 'hairs' (locks can mean hair).
'in' means one lot of letters goes inside another.
'net' put into 'hairs' is 'HAIRNETS'.
