'local dressed in sort of blue' is the wordplay.
I cannot really understand how this works, but
'local' could be 'inn' (local can mean someone's local pub) and 'inn' is found within the answer.
'blue' could be 'sky' (sky blue is a shade of blue) and 'sky' is located in the leftover letters.
No letters remain.
This explanation may well be incorrect...
