I believe the answer is:

shoddy

'cheap' is the definition.
(I've seen this in another clue)

'throw covers not even' is the wordplay.
'throw' becomes 'shy' (shy is a kind of throw).
'covers' means one lot of letters goes inside another.
'not even' becomes 'odd' ('odd' is the opposite to 'even').
'shy' going around 'odd' is 'SHODDY'.

(Other definitions for shoddy that I've seen before include "Cheap, of poor quality" , "Badly done; recycled fibre" , "Poor-quality" , "inferior cloth" , "poor quality fabric" .)
