I believe the answer is:
dead heat
'tie' is the definition.
(dead heat is a kind of tie)
'boring and the opposite of cool?' is the wordplay.
'boring' becomes 'dead' (I've seen this in other clues).
'and' says to put letters next to each other.
'the opposite of cool?' becomes 'heat' (I can't justify this - if you can you should believe this answer much more).
'dead'+'heat'='DEAD-HEAT'
'is' acts as a link.
