'time' becomes 'boom' (I have seen 'Prosperous time' mean 'boom' so perhaps 'time' could also mean 'boom').
'for' says to put letters next to each other (I've seen this in other clues).
'a lot of deliveries?' becomes 'baby' (I can't justify this - if you can you should believe this answer much more).
'boom' put after 'baby' is 'BABY BOOM'.

(Other definitions for baby boom that I've seen before include "Comparatively small report" , "increase in arrivals" , "Sharp increase in population - the bulge" , "Sudden sharp increase in the birth rate" , "showing peak in population" .)
