I believe the answer is:
full throttle
'top speed' is the definition.
'satisfied ? met with silence' is the wordplay.
I cannot really see how this works, but
'satisfied' could be 'full' (e.g. after eating) and 'full' is found within the answer.
The remaining letters 'throttle' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
