Although both the answer and definition are verbs in their base form, I can't see how one could define the other.

'top-class puzzle' is the wordplay.
'top class' becomes 'a' (top grade).
'puzzle' becomes 'maze' (I've seen this before).
'a'+'maze'='AMAZE'
