(I know that prize can be written as treasure)
'tramp virtually guaranteed' is the wordplay.
I cannot quite see how this works, but
'guaranteed' could be 'sure' (I've seen this in another clue) and 'sure' is found in the answer.
This explanation may well be incorrect...
