I believe the answer is:

'country' becomes 'jap' (I can't explain this - if you can you should believe this answer much more).
'with' means one lot of letters go next to another.
'empty' says to hollow out the word (remove centre letters).
'euphemisms' with its middle taken out is 'es'.
'jap'+'es'='JAPES'
'60% of' is the link.
This may not be right. Some or all of it may be part of another bit of the clue.
