Although both the answer and definition are singular nouns, I don't see how they can define each other.

'turn sir preminger' is the wordplay.
'turn' says the letters should be written in reverse.
'preminger' becomes 'otto' (I've seen this in another clue).
'sir' reversed gives 'ris'.
'ris'+'otto'='RISOTTO'
