(whistle is a kind of wind instrument)

'turn utensil into' is the wordplay.
I cannot really understand how this works, but
'turn' could be 'wind' (I've seen this in another clue) and 'wind' is located in the answer.
'into' could be 'in' and 'in' is found in the answer.
This explanation may well be incorrect...
