Tuscan island fit for uprising? (4)

I believe the answer is:
elba
'tuscan island' is the definition.
'elba' can be an answer for 'island' (I've seen this before). I am unsure of the 'tuscan' bit.
I don't understand the remainder of the clue.
Can you help me to learn more?
(Other definitions for elba that I've seen before include "Italian island" , "Island of Napoleon's first exile" , "Napoleon's Mediterranean exile island" , "Able was I ere I saw ... (palindrome)" , "Napoleonic prison" .)
