Twerp wanting to have old rag hat

Ross

I believe the answer is:

tit for tat

I'm a little stuck... Click here to teach me more about this clue!

'hat' is the definition.
The answer and definition can be both acts as well as being singular nouns.
Perhaps there's an association between them I don't understand?

'twerp wanting to have old rag' is the wordplay.
I cannot really understand how this works, but
'to' could be 'for' and 'for' is found in the answer.
'rag' could be 'tat' and 'tat' is located in the answer.
The remaining letters 'tit' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for tit for tat that I've seen before include "Retaliation in kind" , "... pork-pie maybe" , "You hit me, I hit you" , "Retaliation called for" , "satisfaction" .)

I've seen this clue in The Telegraph.
