Both the answer and definition are adverbs. Perhaps they are linked in a way I don't understand?

'type of shirt seen on all' is the wordplay.
'type of shirt' becomes 'sm' (I can't justify this - if you can you should give a lot more credence to this answer).
'seen on' says to put letters next to each other.
'sm'+'all'='SMALL'

Can you help me to learn more?

(Other definitions for small that I've seen before include "Piddling" , "of little significance" , "Insignificant; young" , "tiddly" , "Limited in size or scope" .)
