(I've seen this before)

'unable to decide laid low regularly' is the wordplay.
'unable to decide' becomes 'torn' (I've seen this in another clue).
'regularly' indicates alternate letters (regularly take one letter, leave next etc.).
'laid'+'low'='laidlow'
The alternating letters of 'laidlow' are 'ado'.
'torn'+'ado'='TORNADO'

'getting' acts as a link.
