I cannot quite understand how this works, but
'police' could be 'dis' (detective inspectors or DIs) and 'dis' is located in the answer.
'frame' could be 'rim' (I've seen this in another clue) and 'rim' is found within the answer.
This may be the basis of the clue (or it may be nonsense).
