I cannot quite understand how this works, but
'city' could be 'ur' (ancient Sumerian city state) and 'ur' is present in the answer.
'province' could be 'natal' (I have seen 'old province' mean 'natal' so perhaps 'province' could also mean 'natal') and 'natal' is present in the remaining letters.
This accounts for all the letters.
