I believe the answer is:
under protest

(I've seen this before)
'and german articles for exam' is the wordplay.
'and german' becomes 'under' (I am not sure about this - if you are sure you should believe this answer much more).
'articles' means one lot of letters go next to another.
'for' becomes 'pro' (as in being 'pro' something).
'exam' becomes 'test' (synonyms).
'under'+'pro'+'test'='UNDER PROTEST'
