Although both the answer and definition are singular nouns, I don't see how one could define the other.

'up-tempo' is the wordplay.
'up' becomes 'high' (associated in meaning).
'tempo' becomes 'time' (I've seen this before).
'high'+'time'='HIGH TIME'
