I cannot really see how this works, but
'tablets' could be 'es' (E can refer to an ecstasy tablet) and 'es' is found within the answer.
'scrap first' could be 's' (1st letter of 'scrap') and 's' is found in the answer.
This may be the basis of the clue (or it may be nonsense).
